Ai (Julian Cheung) is a young member of the action unit operated by the Political Department of Hong Kong's Security Branch (apparently the Hong Kong counter-intelligence agency). He finds himself forced to choose between his heart and his duty when a major case causes conflict between himself and his girlfriend.
The head of the unit, Sing (Anthony Wong) advises him that romance does not mix with their line of work and the failure of his own relationship is proof of this. Another member of the team, Carmen (Carman Lee) has her own reasons for seeing Ai separate from his girlfriend. She is secretly in love with him. While on the trail of a ruthless illegal arms dealing syndicate, the SB Team members must confront their most deadly threat ever.
Like the first film in the series, Option Zero spends as much time on the characters' relationships as upon their work in the Special Branch. Option Zero genuinely explores the emotional lives of its characters. Julian Cheng's acting is bit weak, although he is not so bad as to ruin the film. Fortunately, the rest of the cast is better so they are able to pick up the slack. The action scenes are exciting and production values are pretty high.
